US lawmakers are meeting during the weekend for the first time since the federal closure began over a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to diminish as GOP senators floated a plan unacceptable to Democrats: eliminating the ACA, called Obamacare.
Growing Consequences of Government Shutdown
The impact on US citizens from the longest closure of the US government in history deepened on Saturday, as federal workers went without pay, airlines were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.
President's Plan from Golf Course
As Saturday's session got under way, Republican senators embraced a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by HSA-style accounts.
"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
GOP Support
Several Republican senators praised the proposal, which is similar to a alternative for Obamacare proposed in 2017.
"We will replace this failing program with something that is truly better for the consumer," one senator stated.
Another senator praised Trump's proposal on social media, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator wrote in response to Trump's proposal. "We need to stop taxpayer money from going to insurance companies and instead give it directly to Americans in health savings accounts and let them buy the health care they want."
Opposition Reaction
Opposition lawmakers shared concerned responses to Trump's plan.
"Essentially, Donald Trump's 'proposal' for health care is another calculated attempt to repeal Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been defeated by the public and Congress."
Another senator responded to the criticism of carriers by posting: "Oh, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Really? In that case I welcome your support for Medicare for All."
Continuing Negotiations
The Senate adjourned without finding a resolution, but Senate Republican leaders have signaled an willingness to an emerging plan from a handful of centrist lawmakers to terminate the shutdown in exchange for a later vote on the Obamacare subsidies.
One Democratic senator, who is leading the negotiations among centrists, said that Democrats "need another path forward" after Republicans turned down an proposal to restart the government and continue the payments for a year.
Another leading Democratic senator continued in maintaining that Republicans should agree to a 12-month continuation of the payments before negotiating the future of the subsidies.
"Inaction is irresponsible because citizens will go into debt, people will become uninsured, people will get sicker," the senator stated in a Senate address. "That's what will happen if this Congress fails to act."
Political Situation
None of the Republican senators seemed to address the fact that consumers would still need to buy plans from the same carriers, or that Republican lawmakers need the backing of several Democrats to reopen the government, and the concept of eliminating and replacing Obamacare with HSAs is improbable to earn a solitary Democratic vote.
Several observers suggested that the essence of such a proposal would eliminate the ACA's requirement that carriers cover individuals with pre-existing conditions.
After his resort visit, Trump returned to his private club and reiterated on his demand that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a version of the proposal that failed to garner enough backing in 2017.
